One run by the mortals. Thus, no one kicked out for doing something before they were citizens. Basically has most of the same laws with a few expections. Sect's may work together. Afterall, helping another sect kill an enemy(any non-citizen) does help your sect. Only citizens and bloodoathes are protected in cities. The rest are to be treated as barbarians. They may be slain if the citizen so chooses. Non-citizens have no rights. It is stupid that a law protects more non-citizens than a citizen. May as well give ragers and warders the right to vote and chose Sect leaders.
Everything else can be the same.
