I love empowerment characters and have been playing them pretty much exclusively for a year. I agree with you that the empowerment system is tough and inefficient (though as far as I can tell, the best option we have). I'm a good roleplayer and feel I *could* get empowerment no matter what I played, yet I have had characters (with really nifty roles and substantial hours) languish on the vine because the Imm in question simply was not on or on frequently enough for me to catch them. So I've learned (even though it's not optimal roleplay) to pick my empowerment role first, without thinking of spheres. Then ask myself which spheres might best express that role. I usually come up with three. Of those three, I pick the one which is championed by an Imm I deem available. How do I decide this? Obviously if they're vis a lot, they're active. Also, however, if they have a cabal which is primarily in their charge they are probably active. (Zulghinlour, Sebeok, Pico(maybe? I've never actually sought empowerment or anything else from him. He scares me.), Selric are, I think, good examples of this.)
If you *must* play a sphere with an infrequently present imm, I would go the usual route at first, pray, pray, pray. Then after you've *really* tried and have at least 20 hours on your character, write a note to Immortal. Do not bitch, just tell them your quest or story or whatever. Have a fantastic role and someone might take pity on you. I know this is harsh, but it's a last resort and those are notoriously inconvenient. That's why they're last. ;) Have fun.
