As I understand it,
1. Sylvan is not a good Cabal. They merely do not allow evil members.
What this means: Sylvans CAN group and rank with evil PC's, as long as those evil PC's aren't necromancers, duergars, dark-elfs, or defilers of any sort(empire/master included).
This also means that Sylvans ARE NOT restricted in who they can kill, provided the creature is not OF (Ex: a deer) or not PROTECTING (ex: forest guardians)the wild.
(This means Storm giants and city dwelling races are open game.)
2. As for conjurors, several things make them suspect to be included in sylvan membership.
one: they are a mage class.
two: they summon otherworldly creatures and bind them to their servitude.
three: I'm not sure about this one, but I thought at least one of their spells was definately abusive of nature.
(I remember when arcane muters weren't let in for other reasons entirely, so as leadership of the cabal changes, so will what the cabal does/doesn't allow for members)
