Why not give an avatar the ability to empower?

I think if mortals can be trusted to do cabal inductions, they can be trusted to do empowerment.

For instance, obviously I've been trusted to do inductions for arbiters. Now which can do more damage to Thera, an arb I induct that screws up or a priest that screws up?
