Anywhere, if you can get a big train of lowbie mobs to follow you around. Also, any place where mobs pop out of the woodwork at random is also fine. All you need to do to perfect parry is defend a lot. Use a crappy weapon (to avoid killing your foe), preferably one that parries well (staves, spears, polearms, etc.).
