Why would it be? Those storms are part of an army, an organized, regimented army. Presumably the champions of some civilization sophisiticated enough to raise such an army.

Align doesn't matter. Defiler or non-defiler does. If as part of your livelihood in this city you abuse the wilds (ie, lumberjack, guard (who would enforce the boundaries of the city, thereby keeping out the rightful encroachments of nature), farmer) or have a history of having hurt wild creatures as a character, you're fair game to the Warders.

Most of your questions can be answered by taking a look at HELP SYLVAN. This one, however, cannot. The way I understand it, conjurers bring creatures from other planes of existence, thereby disrupting the natural balance here, in this plane of existence. Of course, if this is true, Sylvans shouldn't be allowed to use the staff to summon an earth elemental or the statuette of a panther to summon that nifty cat. I think Sylvans have license to attack conjurers at will, but don't necessarily have to and not all do. Not sure, though.
