so basically i think they should be

1. move them to a different location
or
2. make them so that there is an unlimited amount of them
or
3. have them rot.

I am kinda pissed off at the guy that has 20+ and that they are so secret the new people have no chance to survive at high ranks as a mage. But then again all you have to do to know the exact places of the wands is join masters and simply ask.
