Rangers and dwarves (and other things):

Dwarves cannot be rangers because of the fact that they live underground (or work underground). Dwarves, for the most part, are miners, metalworkers, and artisans. They perfer the maleability of mithril to the growth of a tree. They perfer searching for gems over following a trail. They are creatures of the earth, rather than creatures of the forest.

As for gnomes, they are creatures of the forest (deep gnomes are underground). This is reflected in their choice to become a druid. However, as I understand it, gnomes are social creatures. I have always viewed a ranger as more of a solo player, travelling through the forest on quiet feet, avoiding interaction with others (similar to a predator of some sort). I may be entirely wrong, and someone correct me if I am, but that is why I think gnomes cannot be rangers.
