When the Empire has strong mortal leaders, it is strong. It was incredibly strong when I was Emperor. Dispute it if you will, but hey, it's the truth. It WOULD have been strong when Agorinth was Emperor, but he had a bit of bad timing on his war with the Tower. If the Empire has those who show, and can induct, it's always a force.
