Last I saw Veolanda was an AP, thus making it hard for her to become the Arcanus. Kidding aside, from my experience, Empire hasn't had any outstanding hero/near-hero citizens here of late. This kinda makes it hard to choose sect leaders, let alone an Emperor. (I may be wrong, considering I only play at a certain time of day.)
