Jorin was a regular citizen then bopped up to Emperor. Therefore yes it has happened.
I have some guesses, of course these views are gathered by what I've actually seen.
War Master - Devlel. A lot of ppl say Leceas, but I haven't had a chance to interact with him much.
Dreadlord - Veolanda.
High Arcanus - There isn't an influential high rank Arcane, though their quite a few that seem to be developing.
High Priest - Vekragl.
