I believe I was the last to have a full council... Gharik, Dehieleia, Montauk, and Nulivos. Don't knock Jorin that hard, he might have been a successful Emperor, if he had taken the post earlier in his career. He ended up getting the throne with about 10 con left.
Many Citizens often whine about why the council posts and the throne is empty. Why doesn't Zulghinlour fill them? I don't pretend to know his mind, but I would think he's waiting for someone to say, this seat is mine, I've earned it, the hell with everyone else, and then prove it. Sending a scroll or two, and waiting for it to happen is not the way to go. Gather support for yourself among your sect, and among the Empire, and then among the Imperial Imm's... make the choice obvious. One thing I do know about Zulgh is that he watches the Empire closely, so does Agathocles for that matter... prove your worth, and good things will happen to you.
The Empire has had a lot of horseshit sect leaders, and I think the screening process is more difficult now because of the mistakes in the past.
