There are four factors that I have observed, that contribute to the speed at which you learn.

1. Intelligence
2. Wisdom
3. Luck (which is an unseen attribute but there none the less)
4. What percentage your skill is at.

Less intelligent creatures learn slower, period. as a duergar you will learn slowly on most things, baring the learning from your mistakes.

Your Wisdom seems to affect learning too, to a degree, but far far less than intelligence. I am mearly making a statement based on observation, and I could be wrong.

Luck affects everything you do in CF, and being luckier will increase the speed at which you learn, but, you cannot control it and it can make from some erratic bursts in learning.

Most relevent to your question, You gain points on your skills much faster when they are say, 15-60, than 75-100, which those last few points to perfection coming quite slowly for most, and slower for the mentally disadvantaged. However, this doesnt mean that starting at 35% will make you learn to 100% faster than practicing up to 75% right off the bat, its just the rate of learing at lower% is faster than at higher %.
