As a ranger, with protection heat cold up, race does not matter in reguards to weather conditions. When it comes to damage from spells or other forms of attack, protection heat cold reduces that damage by 1/4, and any racial resistances/vulns are also taken into account. Therefore, a felar and an elf ranger would take no damage from the cold in the frozen wastes, but the felar would take less damage from an icicle spell than would the elf, due to racial resistance.
Conversely, a felar is also vuln to heat, so the elf would take less damage from say a nova spell than would the felar, because the elf doesn't have the vuln heat like the felar. The damage taken by the felar would still be less than it would take WITHOUT the protection heat cold, but more than the elf would due to vuln.
