In IC terms, stalk is exactly what it sounds like. You follow them, watching from a distance to learn their behaviors and the patterns in their movements. As with stalking in real life (something which I'm quite the expert at), the longer you stalk someone, the more acquainted you become with the way they move, the way they behave, any actions they take... what corners they turn on, where they're likely to stop and wait, what spot on that route is heavily populated, and what spot is a low-traffic area.
In OOC terms, you 'stalk' a person while you're hidden in the same area. The longer you stalk, the more likely you are to know where/when to strike -- which translates to a higher possibility for a successful assassination.
