Nope.

First off, I'm not the only person that controls the list - the list is for all exploration areas (for example, until someone at Diku pointed it out, I didn't even know they were on the list). Second, it's not a list of people I don't like. If it were, it'd be a helluva lot longer than it is. I haven't looked at the list in a while, but I can't imagine there are very many people on it. It's not so tough to go find out for yourself; it'd be another story if I let you get to the Third Circle and then left you there.
