Untrue. Aes Sedai are found in several locations outside of Tar Valon. Consider them something like a separate faction of magic-users.

Just think of Tolkien-based areas as any other. There are Orcs, Elves, Dwarves, etc all across Thera. If there is a tower called Dol Goldur, a keep called Gehenna, or a city called Arkham then consider them a tower, a keep, and a city. Don't read more into them than what you see.
