Well, over here in "sunny" old England, demon internet are offering an adsl package that doesn't use NAT and offers a static IP for an extra Ł40 a month.

Although that's nearly double the cost, it's still nothing LIKE the price of a leased line - all you have to worry about is the contention ratio.

I don't know about Bell SW, but perhaps they offer a similar package?
