It's not a real city. I did a little reading on a handful of Middle Eastern cultures, borrowed what seemed interesting from each, and gave it a Theran twist for flavor.

And, yes, it has virtually nothing to do with the Romans. And having toured Italy, I can't think of any city I visited there that was laid out in a nice grid. Even Rome itself, despite some large roads that cut through sections of the city, is a chaotic mess. There were attempts at making what we'd consider gridworks, but when you crush them into each other at odd angles it just becomes a tangle.
