Create the rings of power:
Ringwraiths have them, but you can't loot them.
Make Frodo (in Tom Bombadil's house in the shire) a much higher level, and give him THE ring (make it unique). If you wear the ring it will... Improved invis.. or invis you, and ringwraiths will grow in power and seek you.
Maybe make (for a lighwalker) destroying the ring(so Sauron doesn't get it) a quest, and (for evil) ... maybe getting the ring to sauron a quest.

Just an idea.
