...reflects a sentiment, shared by myself and a number of others, the source of which is the fact that not once in my entire time playing CF, has the Arbiter cabal ever enhanced my entertainment of the game. I know that isn't the case for everyone, or the cabal wouldn't exist. I just have difficulty understanding that perspective.
One of my favorite times was the protracted period after the destruction of the Hall, before it was restored. I fondly recall raiding the Hall as Dhaevor the same night it was restored, after asking Bria if she wouldn't mind stepping aside (she was standing at the stern guard) so I could raid the Hall. It's no coincidence that Dhaevor judged as a "worst criminal."
