What exactly are you talking about when you say the "city law" of Galadon? Are you talking about those rare instances where the Enforcer or Captain of the Guards is taken over by an immortal which in the end inevitably leads to some whiner coming here and bitching up and down? Cause other than those instances I've never seen a cityguard in Galadon help anything but his own ilk on the battlements. If a big nasty cityguard attacked any thief that tried to rob a shopkeeper in Galadon, that would be true city law. If a big nasty cityguard attacked any person that attacked a guildguard, that would be city law. Udgaard has a city law, if you want to call it that, Galadon really does not. Hamsah Mu'tazz has more of a plainly visible city law than Galadon does. Have you ever seen Galadon when there are no arbiters around? It's mayhem. There's no way that any self-respecting mayor is going to allow that bs to occur in his city. That's where my automatic flagging option comes from. I think it was Tdr's mud that had automatic flagging, which was played briefly during a period of time when CF was down and before Dio threw his up. I still believe that pk'ing in the city should be regulated and using the "not everything in CF is molded around reality" excuse isn't cutting it for me as a reason why it shouldn't be. You mention the citizenry of the city as being innocent(you're plainly talking about mobs), is that Galadriel following Paladin buying flying potions in the Apothecary innocent? He's never pk'ed anybody in his life, to me he's innocent. So if you're going to use "innocence" as a rule for who and who should not have their lives protected in the city, protect that guy. You want to put it all on city law, that's fine with me, but you won't like the outcome. As I said before, no self-respecting mayor is going to allow chaos like what occurs in Galadon when no arbiters are around to occur. He's going to hire bigger and meaner cityguards and he's going to direct all of them to swarm the guy that's causing all of the ruckus. It'll be like Mortorn when you attack a shopkeeper, you have elite dwarven guards responding to the call.
