If you're a non-storm, non-arial, non-cloud giant arbiter without at least 3 boats, I feel sorry for you and your newbieness.

You need at least 2 boats for your guards AT ALL TIMES. What happens when a criminal flees onto the river? Are you going to just spend that time buying some boats, maybe running to the banker to get the cash to buy the boats? By that time I, and anybody else that knows Thera reasonably well, could be as far away as the Elven Vaults and you'd never find them.

Aside from that you've got the pass door potions I mentioned.
