The Emperor of Arial City seems interested in maintaining the law(the prisoners and all), places like Arkham as well. Most all of the major cities have some semblance of an interest in the law. Places like Akan, Blackclaw, and so on, don't so you can have those, I don't care. If you're hiding in Blackclaw you're a sorry bastard anyhow. > 6. Eliminate the Book of Law/Holding a cabal item. Make the Arbiters like Dawn, removed from cabal warfare with a job to do. There will be no more cabal HQ, the Hall is now part of the Sultan's palace - no stern guard, nothing of that sort. Terrific. I'd roll one up right now and keep rolling them up and heroing them until I had to quit CF forever if they didn't have to worry about morons taking the book. The Hall is in Ofcol, so unless the Sultan has expanded his reign into Ofcol from Hamsah Mu'tazz there's not much chance of the Hall becoming part of his Palace. In any event, Dawn has an HQ, why not the Arbiters? They have to have some place to put the gear they gain from moron hardened criminals. > 7. In light of 6, vigilance no longer detects a doppel. No can do. Dopple is too much of a hindrance to an arbiter's ability to successfully flag the correct people. It's no big deal anyway, it gets stripped and you just dopple another person, as far as I know there's no lag time on dopple which is pretty cheap if you ask me, but you didn't ask so... > 8. Ie. the flagged victim you are supposedly aiding must be in the immediate environment. No more Golamgus-style flags. It's been awhile since there was an Arbiter like Golmagus. Christ, it's been something like a year and half or some shit and you all are still stressing over him, so sure, you're not getting anything if you get your way with this one since 99.9% of the arbiters won't flag you unless they're sure you're aiding. > 9. again, city laws are individualized to give each city an unique flavour.
