The laws would have to be categorized a bit- guidelines would be present for what crimes get what flags, although the Arbiter's judgement can be used if the case is exceptional.

Example: First-time thieves would almost certainly be [FINED], as would people who accidentally wander into the Arbiter cabal. A hardened criminal who has been caught stealing several times might get [MONITORED] or [BANISHED] for the same theft. Most murder attempts would get [WANTED] right away. However, someone who counterattacks someone who has been attacking them might get off with a [MONITORED] if their record was otherwise clean. That trannie who slowed an untrusting groupmate might get [FINED] or nothing, depending on how important intent is these days.
