For example, just keep [FINED], [WANTED], and [BANISHED]. A [FINED] penalty applies to all "stealing" type crimes, the [WANTED] for all "murder" type crimes, and [BANISHED] would be once they're beyond a very high limit in either flag type, or a slightly lower combination (I dunno.. just for the sake of the theory, 30 of either flag by itself, or 20 of both (for a combined of 40)). Obviously, someone would have to sit down and decide which crimes fit under which flag (looting.. would that be a [FINED] crime? Somehow I doubt the poor naked fool he looted will want anything less than his death). I don't like [MONITORED] because this is an ideal that's come about relatively recently in judicial circles, and "back in the day" most punishments were rather severe (losing a hand for stealing a loaf of bread?). At the Arbiter's discretion, he could substitute one flag for the other, but only by way of a substantial reasoning process which he would post in a note to the Arbiter leadership. If the leadership decides you mis-substituted, you're gone (that may take care of those just [WANT]ing people so they can kill'm). I'll tell you one thing I wouldn't mind seeing... Modify the "judge" skill for Arbiter Lords so that they can see, like crimes on others, how many flags an Arbiter has placed. Sorta give the Lord an idea of what that Arbiter's been up to.
