Now I'm sorry I asked...I tried a bunch of different substitution, and none worked, so I thought I'd ask. Then no sooner did I post this than I found a way for it to work. I still have no idea why the sub wouldn't work in the first place, but if anyone else has had a similar problem, here's how I got it to work:

#substitute {%0 the Greater Crime Lor%1} {%0 the Greater Crime Lor%1 (Thief,33)}
