...only a comment. It may be ACCEPTABLE for guards to be there, but I personally don't think it's 'appropriate.' I don't think its appropriate because anytime I see a group of Arbiters with their guards huddled together, or even a single Arbiter, they seem to think they can intimidate people. Like, someone having their guards next to them... and another known to be chaotic walking in and they say something like 'Behave now.' and have their guards 'chuckle politely.' That is what I don't think is appropriate, because it's a bully tactic. It might be seen by some as a 'deterrant' but I don't view it as such.
