Ok, Golmagus was decidedly corrupt and he's admitted as much. Octavia was a damn fool and that's likely part of the reason why the Halls were disbanded while she was in charge and why she was denied readmittance after the Halls were reformed.

I've posted(today) when arbiters are allowed to have special guards. Granted, some of those rules can be stretched(the second one especially), but for the most part if you see an Arbiter with special guards at a time that plainly does not fit within those regulations your best bet is to pray, especially if Astein is on cause he's likely to just throw them out.

I've also posted(today) when an arbiter can and can not flag you while they're in an opposing cabal's headquarters. Again, if you think you've been unjustly treated in an instance that clearly does not fit into the rules I outlined in that post, you should pray about it. 9 times out of 10 the mortal leaders of the Arbiters can not fully tease out the facts of the incident. I know, I'm 100% positive, that there were times when I was approached by somebody who had a complaint and they were lying through their teeth about the incident just because they didn't like the arbiter in question. You should pray first, and if you get no response(I'd recommend a prayer like: "If Astein or Bria is looking down from the heavens, please speak with me) I'd send a note to Bria, Astein, Jaldean, and any mortal leaders as well.

I think the Halls have been MUCH better about not bending the rules since their resurrection. I've played two straight arbiters since the resurrection and there is only a couple of weeks that I haven't been an arbiter since that time so I can see what has happened from the inside.
