A) I don't see how summoning an aggressive mob into a city is something that an Imperial would get his jollies off of. Just looks like bad RP. Imperials are generally supposed to obey Arbiter Law, and you mention that what you did is against Arbiter Law so...*shrug*

B) Yes the "summoning mobs to pk out of range" rule was removed, but in those instances the mob to be summoned isn't aggressive. You summoned an AGGRESSIVE mob which is against the rules, or at least should be if that clause was included in the rule that was removed. Aggressive mobs shouldn't be able to be summoned and you happened to find one that had a bug in it so that you could, so yes, you were exploiting a bug.
