I hardly consider perfecting essential skills like parry, shieldblock etc, to secondary weapon specs. I worked on mine while I ranked to Hero. But you missed my whole point, they aren't waiting to perfect these skills as much as stay out of Hero range, which is poor roleplay for a Cabal that bases such importance on Courage. I know I'm going off abit, but I think it's ridiculous that 6 or so Ragers are all just sitting around 40 now knowing that noone can hold thier head because of it. I've played a few Ragers and this has always pissed me off even when I was in the Cabal.
