Many ragers (at least of the old village, not sure about the new one) wore charred lether bracers and really didn't have a problem with it. That one depended on whether the person was playing a true rager at heart, or just wanted a char to pk with, so overlooked small details like that. These types didn't mind any gear, so long as it didn't cast, wasn't invis, or showed up as a spell on the AFFECTS list. Depends on how good a rager you want to play. Though I would suggest avoiding the charred bracers, and traveling boots ARE magical. I don't care how you want to justify it by say, "Oh, no, they're not magical. They're just really comfy."
