I find it hard to believe an Imperial can justify breaking Imperial Law (note I say Imperial Law rather than Theran Law) on a frequent basis. Yes, "help alignment" says that Lawful Evil obey the laws for fear of getting caught, but is this really the way to demonstrate to others that they need to take the Bloodoath? By flagrently violating Imperial Law and not getting punished for it, you are in effect demonstrating the ineffectiveness of the Empire as a whole. The ineffectiveness of the organization that YOU are trying to "recruit" members for. You also demonstrate, in my mind, a lack of understanding of what Imperial Law is for. That is, to promote order in the lands, order which is necessary for the Empire to rule effectively. By initiating unprovoked attacks in protected areas, you are, in effect, promoting more chaos than order as you flaunt your disregard for the ineffectiveness of Imperial Law.

This is not to say that there are no good reasons for an Imperial to be attacking someone in a protected area outside of the bounds of Imperial Law. But these should be well defined in your role, and I have a hard time picturing in my mind a role that would have attacking in town as a tenant and still be compatable with the Empire. That might just be my lack of imagination, though!

Bottom line is, the character you have been dealing with might lean more towards the "evil" side of their nature than the "lawful" side. Nothing you can do about that except hope they get caught.
