How about a cabal that's like a thieves guilds, say Something like assassins, thieves, bards, and magi. Call it Shadows of the Night or something. Give them things that would be similar to an underground Cabal with different powers based upon subvergence and darkness. They would be enemies of Rager's and Arbiters because of they're magical and hidden and often chaotic nature. Any thoughts?
