That would be true, if all shields were the same size. Just as some weapons are two handed for humans and dwarfs and one handed for giants you point is valid.
Tho in theory a giants shield should reduce more damage from someone who isnt a giant.
A toothpick against a wall type of size difference. I should be impossible to his a giant if the giant has a full tower shield.
