Notice that any class that can use spells has the ability to use at least scrolls and staves(along with bards and thieves). Rangers have spells and therefore can use them. There are a bazillion other ways to get scrolls and staves than from the mage's guild in Galadon and it's not like stepping into the city to get the essentials would be breaking the role of a general ranger. A ranger uses scrolls and staves the same as anybody else, he recites them and brandishes them. *grin* I've seen logs of sylvan rangers using scrolls and staves, it's not at all uncommon and surely if a sylvan can have the urge to buy scrolls and staves from one of the many shops in all of the various cities, and can gather them from the wilds as well, then so can your normal Joe-Ranger.
