I don't see why he would single out scarabs as being a particularly assassination friendly cabal either, but I have a couple guesses on the matter.

1) Scarabs are basically free of obligations. They can stalk people on end whereas an arbiter assassin has his duty, a dawn assassin has his duty, an Imperial assassin has his duty, and so on.

2) One of the Scarab powers is really bonus for just about anybody.
