He's only doing something wrong if he's an Arbiter, or someone who cares about law and order and such.

It is perfectly legal (CF rules) to kill, steal, and loot in town. It's a breach of Arbiter Law, but that's something you can solve IC, not here.

As far as being "nice", Tirion is evil. I don't know his role, but it's not unlikely that being "nice" would be a breach of that role.
