1. The Sect Leaders are on quite a bit (except the High Priest, of course).
2. There are *loads* of little Imperials scattering around Thera like roaches. Take a look at the "who" screen. Notice all the titles.
3. The swarm of Imperials just haven't ranked up, yet.
4. If the Sect Leaders are on, often, and inducting, often, I don't exactly know what more you expect from them, cabal leadership position wise. The future of the cabal is in your own grimy, wicked little hands.
