My interpretation is that singing the song is more than just reciting a few lyrics. You have to play the tune correctly, you have to really get into it, pause appropriately, channel your power into it...

If singing a bard song was just a matter of getting through the lyrics, they wouldn't take mana. I've said in game a couple times that I really need to get worked up to sing Dance With Jak o The Shadows. This makes sense, because otherwise why would it take so much energy (mana)?

So to answer, beyond the balance aspects, they take a bit of time because singing them is more than just saying the lyrics as fast as possible.

And as was said before, it's not that you're resting for two rounds after so much as you're actually spending that much time singing (and some time resting, because you really do put energy into the singing).
