Why not make a trigger to highlight or beep or whatever when the sun does rise, and then do the roleplaying yourself? I understand the need to be notified more thoroughly than "The sun rises in the east." being echoed to your char (easy to miss that in combat and such) but using triggers to do whatever actions you want will, I can almost guarantee, make you look silly. Take, for instance, a small example: If you've got a canned response for each time the sun rises, set a trigger to notify you of it, and set a macro for what you want to do. Then, you can determine "is it appropriate to do my thing right now?" If so, you hit your macro. Makes more sense that someone would wait until a battle is over to do something associated with the sun rising...just my $.02
Setting a simple trigger for your char to emote kneels to the east. when the sun rises would be fine, normally, but the sun will rise at times when you're fighting, or when you're already sleeping/resting, or running down eastern road, or any number of things.
