The general thought when I was an arbiter was that if the initial gaunt strike occured in the city then it was against the law, but if it struck outside of the city and the person then fled into the city it wasn't. Of course, it's incredibly difficult to tell where the first strike occurred, so it's basically against the law if your nightgaunt attacks in the city.

The point should be moot though. If you're nightgaunting somebody to a place where they can word from you're stupid and deserve to die anyway.
