The Emperor has powers, fine, blah, but who cares. It's just a helluva lot of fun being Emperor... especially at a time like this, when the Empire is mostly a punching bag. Havilahd has a few things going for him... Emperor powers would look nice on a lich... he's on all the time, so the ranks will swell... and the hero's who can give him the most trouble can't harm him. Within three weeks the Empire will be beating the living crap outta everyone.
