here is the psudo-code that it would take.

Every Theran hour the total is total - 100
If total > 100 then
(npc resets self with full set of armor that can be requested by young ones.)
else
{npc resets self with no set of equipment)

To keep people from killing the guy make a very mean and big dog that auto-assist the npc. Now this will not stop thieves from trying to steal, but if they are caught they risk that very big dog attacking them.

Now the paladin has something to give the money to, and the newbies only have to be level 2 to request. It might solve a lot of the crap that paladins and Dawnites have to go with when the young ones allways beg for something. If you want you can make several different ones of verious rank. One in galadon for rank 2-10, one in Ofcol for rank 5-15, one in Tar Valon for 10 - 20 after that, I figure if you are still beging for equipment you are in need of some serious help.
