I think shades of gray are allowed. It depends on you own character. I think it also depends on the leader too. Certain Leaders would are more agro about magic and some will not be. There are those people in the village that say, he has travelled with a mage and therefore fair game. A few will say that was in the past, he does not travel with a mage now so I'll let him go on his merry way. If they use magical items mostly likely they tell you to destroy it, if not they try to kill you and then destroy it. As for potion and such, most of it has been banned at the village. There really is not a set of rules, it changes from time to time. If your part of the village long enough you get a pretty good feeling of what's allowed and whats not.
