Aside from the ones that were actually original (shovel etc.) most of them are NOT chaotic in themselves. They are just as, if not more, predictable than any Citizen or Arbiter.

I have always tried to look at it that their GOAL is to spread chaos. And any sort of GOAL implies a METHOD of acheiving it. so for the greater good(evil? neut?) of Chaos, they have to do things in an orderly fashion, to spread chaos about in the best manner possible.

Or. You could loot a pit one day, and strip naked and throw your undies at that rager trying to kill you the next...

Your choice really.
