Underwater. For the amount of time I spent levelling underwater, thinking it would kill my wilderness time, it didn't. I still dodged like a brick wall (meaning wilderness familiarity wasn't working), and obviously couldn't camo/ambush, but unless I had a HUGE cushion, underwater time didn't count against me. Maybe underwater = neither wilderness nor non-wilderness. *shrug*
