Enough problems, let's see what we can do.

Let's have limits. Let's also keep stats
(for imms that is) of each player who's in a
cabal. How often were they on last month,
how many hours in total last month. Those
two things, and the memories a imm has about
that person are used to decide who's thrown
out of the cabal without even being logged
in (as soon as there is need for room for a
promising newbie).

Leaders and imms can induct. Imms can
uninduct people offline, if they deem a
newbie more worthwhile / active then whoever
is doing little.

I think this could work.
