Perhaps it would be better to make the quality of the powers depend on the number in the cabal.
Like if there are too many masters the transform would not add 3/4 of mana but 1/2 or 1/4 or if there are too many ragers the frequency of the deathblow or protection offered by resistance would diminish.
This way the leaders would be interested not to induct too many people, or the current members would loose some of their power. And this eliminates problems posed by the number limits with inducting people who deserve it.
