that there are some attackes that can only be initiatede if the opponent is at full health, such as backstab. If you could cast it on yourself you could be sure there would be many that would constantly walk around with 93% hp just to avoid backstabs and such.
The lose of % in the spell was changed to avoid this some years ago.
